Jessica de Perio Wittman
Director of the Library and Information Technology Services, Library

Jessica oversees the day-to-day operations of the information technology systems, equipment and services for the law school campus. Jessica also teaches Advanced Legal Research and Law Practice & Technology at the Law School.  She received her J.D. from Seattle University School of Law and her M.L.S. from the State University of New York at Buffalo. Prior to arriving to UConn, Jessica was the Assistant Director for Academic Technology at The John Marshall Law School, and was responsible for managing classroom technology, distance education, and media services. She has also created and taught distance education courses at the University of Florida Law School and at The John Marshall Law School. Jessica is a member of the Connecticut Bar Association, American Association of Law Libraries (AALL) and Law Librarians of New England (LLNE).  She currently serves as Chair of the Computing Services Special Interest Section (CS-SIS) for AALL.

Lisa Ouellette
Program Assistant, Student Employment, Library

Lisa provides support to students regarding on-campus employment, in addition to administrative support for the Law Library administrative office. Her previous employment in college administration includes working at Hampshire College, Amherst, MA; Mount Holyoke College, South Hadley, MA; and Manchester Community College, Manchester, CT.  Lisa holds a B.A. from the College of the Atlantic, Bar Harbor, ME.

Jessica Panella
Head of Access Services, Library

As Head of Access Services, Jessica oversees the day-to-day operations of the Access Services Department which includes the main desk, reserve operations, building, stacks and continuations management as well as document delivery/interlibrary loan operations. Jessica holds a B.A. from UConn and a M.L.I.S from Drexel University.

Timothy Dannay
Systems & Emerging Technologies Librarian, Library

Tim is responsible for the implementation and support of library technologies.  Tim also works in the Access Services department to help provide library services to the Law School community. He holds a B.A. from Western New England University and a M.L.I.S. from Simmons College.

Polya Tocheva
Library Assistant, Library

Polya assists with the management of evening and weekend library operations and circulation activities, including closing the building, helping library patrons, and performing media filing. Polya also teaches upper-level English courses at the University of Connecticut, Storrs.

Elisabeth Umpleby
Head of Technical Services, Library

Elisabeth manages the day to day operations of acquisitions, serials, cataloging, and electronic resources, as well as overseeing the library’s book budget and collection development team. Elisabeth also assists in providing research educational services to the law school community. Prior to managing Technical Services, she was the Acquisitions and Serials Librarian and the Head of Access Services. She holds a B.A. from the University of Connecticut, and an M.L.S. from Syracuse University.

Rebecca Bearden
Technical Services Librarian, Library

Rebecca works primarily within acquisitions and serials, by processing and receiving monographic and serial book orders, recordkeeping, and ensuring database integrity, as well as assisting with catalog maintenance and electronic resource management. She provides customer service between the library and vendors for book order and subscription related issues. She holds a B.A. from Eastern Connecticut State University, and an M.L.S. from Southern Connecticut State University.

Lea Wallenius
Preservation Specialist, Library

As preservation specialist, Lea is responsible for the coordination of archives, special collections, disaster preparedness, in-house binding, and the conservation and preservation planning of library materials.  Lea also participates as part of the cataloging team. Before coming to the Law Library, Lea was a cataloger at the J. Eugene Smith Library at Eastern Connecticut State University.

Julienne Francisco
Library Assistant, Library

As a serials library assistant, Julienne oversees the receipt and processing of new library material and government documents. She also conducts record maintenance and binding including the preparation of library materials to be sent out to a commercial bindery. In access services, Julienne oversees circulation desk duties, including processing borrowing and lending requests for interlibrary loan. She has a B.S in Communications from University of Connecticut.

Jane Pepe
Administrative Specialist, Library

Jane provides financial and administrative support to the Acquisitions unit maintaining all fiscal records, processing invoices and purchase orders, and managing the library’s vendor accounts. Jane has worked in higher education since 1996, mostly in student financial services. She holds a B.S. from the University of Vermont.

Anne Rajotte
Head of Reference Services, Library

Anne oversees the library’s research and instructional services and provides general and in-depth reference services in all areas of the law  She holds a J.D. from Boston College Law School and an M.L.S. from Southern Connecticut State University.  While in law school, Anne was the editor-in-chief of the Boston College Environmental Affairs Law Review, and she has also served as a judicial clerk for the Massachusetts Probate and Family Court and a civil litigator with a law firm in Connecticut.

Adam Mackie
Reference Librarian, Library

Adam provides reference and research assistance to library patrons, presents formal and informal research instruction in law school courses, and develops research materials in a variety of formats. Before joining the library staff, Adam worked as a legislative attorney at the Hawaii state capitol and served as a law clerk for the third circuit court located in Hilo. He received his JD and MLISc from the University of Hawaii and earned an LLM in International Business and Economic Law from Kyushu University in Japan.

Tanya Johnson
Reference Librarian, Library

Tanya provides reference services, including research assistance and instruction, to all library patrons.  She earned her J.D. from the University of Pennsylvania Law School, where she served as an editor on the University of Pennsylvania Law Review, and her M.L.I.S. from Rutgers, the State University of New Jersey.  Prior to her library work, Tanya practiced law at large and mid-size law firms, and was a Deputy Law Clerk for a Justice on the Supreme Court of Pennsylvania.  In May 2016, she received the LITA / Ex Libris Student Writing Award from the Library and Information Technology Association, a Division of the American Library Association, which resulted in the publication of her article, “Let's Get Virtual: An Examination of Best Practices to Provide Public Access to Digital Versions of Three-Dimensional Objects,” in the journal Information Technology and Libraries.
